現任數位發展部資通安全署署長。曾任行政院主計處電子處理資料中心副主任、組長及主計資訊處副處長，亦在金融監督管理委員會任資訊服務處處長與主任秘書，累積政府資訊管理與安全治理經驗。蔡福隆畢業於國立交通大學管理科學研究所，並於經營管理研究所獲博士學位，專業領域涵蓋資訊管理、資通安全及金融科技應用。上任以來，他主要負責制訂與執行資安防護政策，推動跨部門協調與相關法規修訂，以提升政府部門資訊安全防護能力。

現任數位發展部資通安全署署長。曾任行政院主計處電子處理資料中心副主任、組長及主計資訊處副處長，亦在金融監督管理委員會任資訊服務處處長與主任秘書，累積政府資訊管理與安全治理經驗。蔡福隆畢業於國立交通大學管理科學研究所，並於經營管理研究所獲博士學位，專業領域涵蓋資訊管理、資通安全及金融科技應用。上任以來，他主要負責制訂與執行資安防護政策，推動跨部門協調與相關法規修訂，以提升政府部門資訊安全防護能力。
TSAI Fu-Longe currently serves as the Director-General of the Administration for Cyber Security, Ministry of Digital Affairs. He previously served as the Secretary-General and Director of the Department of Information Management of the Financial Supervisory Commission; the Associate Director of the Department of Information Management, Directorate-General of Budget, Accounting and Statistics, the Executive Yuan. Mr. Tsai is well experienced in the fields of government information management and security management. He received M.S. in Management Science and Ph.D. in Business and Management from National Chiao Tung University, Taiwan. His expertise includes information management, cybersecurity and financial technology applications. After assuming the current position, Mr. Tsai is responsible for drafting and implementing cybersecurity defense policies, promoting cross-sector coordination and legal modification in order to upgrade the capacity of government cybersecurity defense.

Bill Lapp’s career embodies resilience, adaptability, and a commitment to innovation. Beginning his journey in the trades before returning to complete his formal education, he went on to earn both a Bachelor’s and Master’s degree in Computer Science from Worcester Polytechnic Institute. Entering the workforce during the Dot Com Bubble Burst of 2001, Bill secured a pivotal role at the Massachusetts Institute of Technology, where he supported critical defense research in the Pacific, contributing to missile defense initiatives that safeguarded global security.
Building on this foundation, Bill further expanded his expertise by earning an MBA from Babson College and accumulating over 15 years of leadership experience in software development, crisis management, and technology strategy. His career has spanned big data, unified communications, cybersecurity, and networking, with engagements across government, international enterprises, education, and startups—equipping him with a comprehensive understanding of how technology enables resilience, growth, and competitive advantage.
Today, Bill serves at Zscaler as a trusted advisor to both global enterprises and public sector organizations. Having guided hundreds of clients through secure digital transformation, he specializes in helping organizations connect users, workloads, and devices seamlessly and securely, wherever they may be. His unique end-to-end perspective now shapes Zscaler’s global strategy as well as its client engagements, enabling leaders to anticipate and overcome technical, organizational, and strategic challenges—while unlocking innovation in an increasingly complex digital era.

TT frequently presents the latest research on cyber espionage and security vulnerabilities at top global cybersecurity conferences, such as Black Hat, Code Blue, and the Kaspersky Security Analyst Summit (SAS), and is recognized internationally as an expert in threat intelligence and information security.

Chih-Ho Chou holds a Ph.D. in Information Management from the National Taiwan University of Science and Technology. His primary research focuses on elliptic curve cryptography and authenticated key exchange, with findings published in several international journals. Previously, he was an R&D engineer at Trade-Van Inc., where he contributed to numerous system development projects. He later transitioned to the public sector, engaging in initiatives related to Chinese character encoding standards and national cybersecurity policy. Dr. Chou has played a key role in promoting Taiwan's cybersecurity policies and regulations. Currently, he serves as the Deputy Director-General of the Administration for Cyber Security, Ministry of Digital Affairs, Taiwan. He has extensive experience in planning and implementing cybersecurity strategies and protective measures for government agencies.
